1 · Package document set
Every submittal package includes these, in this order.
- Cover sheet — project, submittal number, spec section(s), date, and the submitting company
- Transmittal — item list keyed to the schedule, with the reviewer/GC and the type (partial or full)
- Table of contents / section dividers so the reviewer can navigate
- Product data — manufacturer cut sheets marked to the exact model, options, and finish being furnished (strike what doesn't apply)
- Shop drawings for anything fabricated or custom, matched to the drawings and schedules
- Samples or physical mock-ups where the specification requires visual approval
- Certifications & test reports the spec calls up (listings, ratings, compliance letters)
- O&M data and warranties where required at this stage
- Substitution request forms for any product not on the approved-manufacturer list
2 · Low-Voltage / Security scope — by spec section
Pull a submittal for each section in your scope; confirm the spec's Part 1 list.
- 27 10 00 — Structured cabling: category cable, jacks, patch panels, racks, and the labeling scheme; fiber types and termination data
- 28 13 00 — Access control: controllers, readers, credentials, door position switches, request-to-exit devices, and door hardware interface details per opening
- 28 23 00 — Video surveillance: cameras with resolution, lens/FOV, and low-light specs; VMS or NVR data with storage calculations against the specified retention days
- 28 16 00 — Intrusion detection where in scope
- Riser diagrams and floor plans: device locations, cable types, pathway routing
- Rack elevations and headend room layouts
- Power: panel load calcs, battery backup sizing, PoE budget per switch
- Licensing and certifications where specified (manufacturer certification, state low-voltage license)
3 · Before you submit — common rejection reasons to rule out
Reviewers flag these first. Verify each is not an issue before you send.
- Camera storage calc missing or short of the specified retention period at the specified resolution and frame rate
- Electrified door hardware that conflicts with the Division 08 hardware submittal
- PoE budget exceeding switch capacity once cameras, APs, and phones are summed
- No pathway/riser information — cut sheets alone don't demonstrate a code-compliant installation
- Plenum-rated cable not specified where ceilings are air plenums
- Missing fire alarm interface details for controlled egress doors
