What belongs in a low-voltage / security submittal package
A full Division 27/28 package typically includes:
- 27 10 00 — Structured cabling: category cable, jacks, patch panels, racks, and the labeling scheme; fiber types and termination data
- 28 13 00 — Access control: controllers, readers, credentials, door position switches, request-to-exit devices, and door hardware interface details per opening
- 28 23 00 — Video surveillance: cameras with resolution, lens/FOV, and low-light specs; VMS or NVR data with storage calculations against the specified retention days
- 28 16 00 — Intrusion detection where in scope
- Riser diagrams and floor plans: device locations, cable types, pathway routing
- Rack elevations and headend room layouts
- Power: panel load calcs, battery backup sizing, PoE budget per switch
- Licensing and certifications where specified (manufacturer certification, state low-voltage license)
The door is the hard part
Access control lives or dies at the opening. For every controlled door, the reviewer wants to see the complete chain: reader, controller input/output, lock type (strike, maglev, electrified hardware), power supply, door position switch, REX, and — critically — the tie to the door hardware submittal in Division 08. Electrified hardware appears in two packages by two subs, and mismatches between them are the most common coordination failure in the division. Build a door-by-door matrix and reference the hardware sets; reviewers approve matrices and reject vague one-line diagrams.
The review round-trip
These packages route through the GC to the technology consultant or electrical engineer, and often to the owner's IT and security departments — an extra review leg that specs rarely admit but schedules should. Owner IT weighs in on network architecture, camera storage, and cybersecurity requirements; expect comments that have nothing to do with the spec and everything to do with the owner's standards. Fire-alarm interfaces (door release, elevator recall) also need to reconcile with the fire alarm submittal, so sequence the two packages together.
Common rejection reasons on low-voltage submittals
Typical rejection drivers:
- Camera storage calc missing or short of the specified retention period at the specified resolution and frame rate
- Electrified door hardware that conflicts with the Division 08 hardware submittal
- PoE budget exceeding switch capacity once cameras, APs, and phones are summed
- No pathway/riser information — cut sheets alone don't demonstrate a code-compliant installation
- Plenum-rated cable not specified where ceilings are air plenums
- Missing fire alarm interface details for controlled egress doors
