Insulation & Firestopping Submittal Template: What to Include and How to Build It

Quick Answer

An insulation submittal (07 21 00) shows each insulation product with its R-value, thickness, facing and fire test data. A firestopping submittal (07 84 00) is different: for every kind of penetration and joint on the job, it must show a tested and listed firestop system that matches the actual wall or floor, the item passing through, and the fire rating. Where no tested system fits, the maker's engineering judgment goes in. Mismatched systems are the most common reason firestopping is rejected.

What belongs in an insulation and firestopping submittal package

Include, for insulation and for firestopping:

  • Insulation product data for each type: R-value, thickness, facing, and where it is used (walls, roof, below slab, continuous insulation)
  • Fire test data for insulation, such as flame spread and smoke ratings, and the thermal barrier needed over exposed foam
  • Vapor retarder and accessory data where the spec calls for them
  • A firestop schedule listing every penetration and joint type: wall or floor type, rating, and what passes through (pipe material and size, cable, duct)
  • The tested system drawing for each condition on the schedule, from a recognized listing
  • Engineering judgments from the maker for any condition with no tested system
  • Product data for each firestop sealant, wrap, collar and device used in those systems
  • Installer qualifications and the inspection plan where the spec requires them

Firestopping: match every condition to a tested system

A firestop product alone is not enough. Each tested system covers one exact condition: a certain wall or floor, a certain item passing through it, a size range and a rating. A system tested for a concrete floor does not cover a gypsum wall. Start by listing every penetration and joint on the job with the trades who make them — plumbing, electrical, HVAC and low voltage — then find a tested system for each. Ask the maker for engineering judgments early for anything that does not fit, because they take time.

The review round-trip

These packages go to the architect, and firestopping is often checked by the fire protection engineer and the building inspector too. Expect questions on any condition the schedule does not cover. Inspectors check the installed work against the approved systems, so keep the approved firestop package on site.

Common rejection reasons on insulation and firestopping submittals

Why insulation and firestopping packages come back:

  • Firestop product data with no tested system drawings
  • Tested systems that do not match the real wall or floor type, item size or rating
  • Penetrations from some trades missing from the firestop schedule
  • Engineering judgments missing, or not from the maker
  • Products from different firestop makers mixed within one system
  • Insulation without R-value or fire test data
  • Exposed foam insulation without the required thermal barrier

How Submittal.App builds the insulation and firestopping package

Give Submittal.App the spec sections and your firestop schedule and the AI Builder pulls the product data for each insulation and firestop product, groups it by type and condition, and generates the package with a cover sheet and table of contents. You still pick the tested systems, but gathering the product data around them is done in minutes.

Related Questions

What is a tested firestop system?

A complete method — products, sizes, and how they are installed — that a testing lab has fire-tested for one exact condition and published in its listing. The submittal should include the system drawing for each condition on the job.

What is an engineering judgment?

A written firestop design from the maker for a condition that no tested system covers. It is based on similar tested systems. Specs and inspectors usually accept them only when a tested system really does not exist.

Who should do the firestopping?

Many specs require one qualified firestop contractor for the whole job, instead of each trade sealing its own penetrations. That makes it easier to keep one maker's systems and to pass inspection.

Are insulation and firestopping one submittal or two?

Usually two, because they are separate spec sections. They are covered together here because both are checked for fire performance and both depend on knowing exactly which walls and floors they go in.
