What belongs in a plumbing submittal package
Work through the Division 22 sections in your contract and give each one its own tab. A standard commercial plumbing package includes:
- 22 05 23 — Valves: ball, check, balancing, with pressure class and end connections
- 22 07 19 — Piping insulation: material, thickness by pipe size and service, jacket type
- 22 11 16 / 22 13 16 — Domestic water and sanitary piping: pipe material, fittings, and joining method per service (copper, PEX, cast iron, PVC)
- 22 33 00 / 22 34 00 — Water heaters: capacity, recovery rate, venting category, and clearances
- 22 42 00 — Fixtures: every scheduled fixture with carrier, trim, faucet, and stop data
- Specialties: backflow preventers, mixing valves, interceptors, floor drains, cleanouts
Match the fixture schedule exactly
The reviewer's first move is to lay your fixture cut sheets next to the P-series fixture schedule. Every tag — P-1, P-2, L-1 — should appear in your package in order, with the specific model, finish, and mounting called out on the cut sheet. Where a fixture is ADA-designated on the schedule, the cut sheet needs to show the compliant configuration, including offset drains and insulated trap covers on lavatories.
Carriers deserve their own attention. Wall-hung fixtures fail inspection over the wrong carrier more often than over the fixture itself, so submit the carrier with its anchoring detail alongside each wall-hung fixture.
The review round-trip
Plumbing packages route through the GC to the mechanical/plumbing engineer, with the architect weighing in on fixture aesthetics and ADA items. Expect the standard two-week review window. Fixture packages commonly come back 'Approved as Noted' with finish or trim corrections; piping and valve submittals are more likely to be approved clean if the materials match the spec. Water heater submittals get scrutiny on venting and combustion air, so include the venting table, not just the heater cut sheet.
Common rejection reasons on plumbing submittals
Most plumbing rejections trace back to a few habits:
- Fixture model on the cut sheet doesn't match the scheduled tag, or trim is missing entirely
- Pipe material substitution (PEX for copper, PVC for cast iron) without a substitution request
- ADA fixtures submitted in the standard configuration
- Water heater venting category or gas input that doesn't match the mechanical drawings
- Insulation thickness below the energy-code minimum for the pipe size and service
- Backflow preventer without the required approval listing for the jurisdiction
